You step outside on an autumn morning to a lawn dusted white and a windshield you'll need to scrape — but the weather app on your phone says the overnight low was 37°F (3°C). Nothing froze, apparently. So where did the ice come from?
The answer is that frost forms on surfaces, not in the air, and surfaces get much colder than the air the thermometer measures. Understanding why explains a lot about clear autumn nights, why your car roof frosts before your driveway, and why gardeners lose tomato plants on nights the forecast never called freezing.
Official air temperature is measured in a ventilated shelter about 1.5 meters (roughly 5 feet) above short grass. That's a standard, and it's useful — but it isn't the temperature of your lawn. On a clear, calm night the ground radiates its stored heat straight out to space. With no clouds to bounce that energy back down and no wind to stir warmer air downward, the grass blades, leaves, and car roofs cool far faster than the air five feet up.
The gap is routinely 4 to 6°F (2 to 3°C), and on ideal nights it can exceed 10°F (6°C). So a reported low of 37°F (3°C) can easily mean the grass tips sat at 30°F (-1°C) all night. Frost forms there, on the surfaces, while the air above never froze at all. Forecasters know this, which is why a Frost Advisory can be issued for a night with a predicted low in the mid-30s Fahrenheit.
Frost is picky. You need essentially all of these at once:

That last one produces "frost pockets" — a garden at the bottom of a slope can frost while an identical garden 50 feet uphill escapes untouched, because the cold air drains downhill overnight like water. Growers have exploited this for centuries, planting vineyards and orchards on hillsides rather than valley floors.
These get used interchangeably in conversation, but they mean distinct things to the National Weather Service. Frost is ice on surfaces, forming on a night when the air stays at or a little above 32°F (0°C). It damages tender leaves it touches. A freeze means the actual air temperature drops to 32°F (0°C) or below, which chills the whole plant, roots and all — and a hard freeze at 28°F (-2°C) or lower will kill most annuals outright.
A Frost Advisory means protect sensitive plants tonight. A Freeze Warning means the growing season may be over. Note that a windy night below freezing can produce a hard freeze with no visible frost at all, because the wind prevented the surface cooling that frost needs. No frost on the lawn is not evidence that nothing froze.
The trick is to trap the ground's outgoing heat rather than to add warmth. Cover vulnerable plants with an old bedsheet, burlap, or a frost cloth in the late afternoon, while the soil still holds the day's heat, and drape it all the way to the ground so that heat can't escape sideways. Avoid plastic touching the leaves — where it contacts foliage it conducts cold straight through and causes exactly the damage you're preventing. Watering the soil (not the leaves) the day before helps too: moist soil stores and releases considerably more heat than dry soil.
Remove the covers in the morning once the sun is up, or the plants will cook underneath. And check the forecast the night before rather than the morning of — frost is decided by conditions between about 2 a.m. and sunrise, when the cooling has had all night to accumulate. Frost forms when a surface — grass, a windshield, a leaf — radiates enough heat to space to drop below freezing, letting water vapor deposit directly onto it as ice crystals. Because surfaces cool faster than the air measured five feet up, frost regularly appears on nights the thermometer never reads 32°F (0°C). It needs clear skies, calm wind, and dry air, and it settles hardest in low spots where cold air pools. Frost is not the same thing as a freeze, and on a windy night you can get the more damaging one without ever seeing the pretty one.
